Olay Yeri İncelemelerinde Drone Destekli Üç Boyutlu Belgeleme: Kriminalistik, Hukuki ve Operasyonel Boyutlar

Bu çalışma, olay yeri incelemelerinde insansız hava aracı (İHA/drone) destekli üç boyutlu belgeleme teknolojisinin kriminalistik, hukuki ve operasyonel boyutlarını incelemektedir. Geleneksel fotoğraf, video ve kroki temelli yöntemler, olay yerinin mekânsal bütünlüğünü yansıtmakta sınırlı kalabilmektedir. Yüksek çözünürlüklü kameralar, GPS ve fotogrametriyle donatılan İHA’lar, uygun teknik koşullar sağlandığında olay yerinin yüksek mekânsal doğrulukla dijital modellerinin oluşturulmasına olanak tanımakta; delillerin özgün konumları bozulmadan belgelenmesini mümkün kılmakta ve yeniden canlandırma çalışmalarını destekleyebilmektedir. Çalışma, kavramsal bir derleme niteliğinde olup ilgili adli bilim ve hukuk yazınının değerlendirilmesine ve Türkiye’deki hukuki çerçevenin uluslararası ilkeler ışığında çözümlenmesine dayanmaktadır. İncelenen literatür, İHA destekli belgelemenin belirli olay yeri türlerinde hız, erişim ve mekânsal kayıt bakımından avantaj sağlayabildiğine işaret etmektedir. Bununla birlikte teknoloji mikro düzeydeki izlerin tespitinde sınırlı kalmakta; operatör uzmanlığı, veri güvenliği ve açık bir usul çerçevesinin bulunmaması uygulamada tartışma doğurabilmektedir. Sonuç olarak İHA destekli üç boyutlu belgeleme, klasik kriminalistik yöntemleri tamamlayan bir araç olarak değerlendirilmeli; kullanımı açık usul standartları ve eğitim protokolleriyle desteklenmelidir.
